摘要
OECD国家在城镇化进程中普遍重视农村学前教育的均衡布局,综合运用权威、激励、能力建设、系统变革、象征和劝诫等多种政策工具,强化责任分担,健全保障体系,实施补偿教育,加强师资培养培训,优化结构布局,营造农村学前教育发展的良好环境。当前我国促进农村学前教育改革发展中,应积极借鉴国外先进经验,坚持正确的政策价值导向,不断丰富政策工具箱,注重政策环境的适切性,提升政策工具组合的协同性,科学评估政策工具效果,通过积极的政策实践助推城乡学前教育的长效均衡。
OECD countries generally attach importance to the balanced distribution of rural preschool education in the process of urbanization. They comprehensively use various policy tools such as authority,incentive,capacitybuilding,system reform,symbols and exhortations to strengthen the sharing of responsibilities,improve the security system,implement compensatory education,strengthen teacher training,optimize the structural layout so as to create a good environment for the development of rural preschool education. At present,in promoting the reform and development of rural preschool education in China,we should actively learn from foreign advanced experience,adhere to the correct policy value orientation,constantly enrich the policy toolbox,pay attention to the appropriateness of the policy environment,enhance the synergy of policy toolbox,scientifically evaluate the effect of policy toolbox,and promote the long-term balance of urban and rural preschool education through active policy practice.
