摘要
步入新时期以来,为了强化能源的供应水平,维护国家的能源安全,油气储运工程获得了人们更高的重视。做好油气储运工程的项目后评价不仅能够充分保障工程项目的质量,同时也能节约资金,避免不必要的资源浪费。但评价工作需要在相应的评价体系的引导下,采取有效的评价方法才能顺利开展。由于油气储运工程需要将油气的生产、加工、分配以及销售等环节连接起来,不仅涉及的内容众多,且系统性较强,这就要求我们能够立足于油气储运工程项目的具体情况以及特征有针对性的调整项目后评价指标体系中的内容,确保油气储运工程项目后评价指标体系以及相关方法的科学性和合理性。文章主要针对油气储运工程项目后评价指标体系以及方法进行了简要的探讨分析,从原则入手,寻求制定合理项目后评价指标体系的方法,并找寻有效的项目后评价方法,希望可以为强化油气储运工程项目的开展水平贡献一份微薄之力。
Since entering the new era,in order to strengthen the level of energy supply and maintain national energy security,oil and gas storage and transportation projects have been paid more attention.The implement of the post-project evaluation of oil and gas storage and transportation projects can not only fully ensure the quality of the project,but can also save money and avoid unnecessary waste of resources.However,under the guidance of the parallel evaluation system,the evaluation work can be carried out smoothly by adopting effective evaluation methods.Because the oil and gas storage and transportation project needs to connect the production,processing,distribution and sales of oil and gas,it not only involves a large number of contents,but also has a strong systematicness.This requires us to adjust the contents of the post-project evaluation index system based on the specific conditions and characteristics of oil and gas storage and transportation projects,so as to ensure that the post-evaluation index system and related methods of oil and gas storage and transportation projects are scientific and reasonable.This paper mainly makes a brief discussion and analysis on the post-evaluation index system and methods of oil and gas storage and transportation projects,starts with the principles,seeks the method of establishing a reasonable post-project evaluation index system,and looks for effective post-project evaluation methods.It is hoped that it can make a modest contribution to strengthening the development level of oil and gas storage and transportation projects.
