高校科研评价体系的国际经验及启示——基于对英、新、澳三国科研评价框架的比较 被引量:4

International Experience and Enlightenment of University Scientific Research Evaluation System——Based on the Comparison of Scientific Research Evaluation Frameworks in Britain,New Zealand and Australia

摘要 科学、合理、有效的高校科研评价体系,不仅是提升高校科研质量的重要途径,更是当前高等教育创新驱动发展的时代要求,具有重要的理论价值和实践意义。在对英国、新西兰、澳大利亚三国高校科研评价体系的主要内容从评价目的、评价单元、评价指标、评价方法与评价结果五方面进行横向比较的基础上,通过借鉴国外高校科研评价体系的先进经验,提出了对完善我国高校科研评价体系的启示,以进一步推动我国高校科研评价体系的完善与发展。 Establishing a scientific,reasonable,and effective university scientific research evaluation system is not only one of the important ways to improve the quality of university scientific research,but also the current era requirements of higher education innovation-driven development.It has important theoretical value and practical significance.This article outlines the main contents of the scientific research evaluation systems of universities in the United Kingdom,New Zealand,and Australia,and carries out a horizontal comparison of the typical scientific research evaluation frameworks in the United Kingdom,New Zealand,and Australia from five aspects:evaluation objectives,evaluation units,evaluation indicators,evaluation methods and evaluation results.By drawing on the advanced experience of foreign scientific research evaluation systems,it puts forward enlightenment of improving the scientific research evaluation system of colleges and universities to further promote the development of China’s scientific research evaluation system.
