摘要
提领江淮茶盐所为宋理宗嘉熙四年于建康府设置的盐事专管机构,其设置与南宋后期的盐政变化密切相关,即是为了推行以增加盐运费用为主的淮盐新法,以及筹措宋蒙战争的军费诸事务。提领江淮茶盐所系在时任左相李宗勉主持下设置,故相关史料中所提及的"大丞相"并非乔行简,应系李宗勉。提领江淮茶盐所设置提领茶盐使一名,这一职务多由江南东路转运使兼任,其间也有淮西总领、沿江制置使兼任的情况。提领江淮茶盐所的设置对于理宗朝茶盐禁榷的推行,以及在打击私盐贩、筹措军费等方面起到了不可低估的作用。但理宗朝后期,由于对蒙作战形势的恶化,茶盐禁榷收入也随之减少,至南宋末,提领江淮茶盐所已不见于史料记载。
The Tiling Jianghuai Tea and Salt Institute is a salt management agency established at Jiankang Prefecture by Song Lizong in the fourth year of Jiaxi.Its establishment is closely related to the changes of salt administration in the late Southern Song Dynasty,which is to promote the new Huai salt policy aiming at the increase of salt freight and the collection of military fund to the Song-Mongolian War.The Jianghuai Tea and Salt Institute was established under the auspices of the vice prime minister Li Zongmian,so the“Great Prime Minister”mentioned in the relevant historical materials is not Qiao Xingjian but Li Zongmian.The Jianghuai Tea and Salt Institute has set up a leader and the position is mostly served by Jiangnan East Road Transit officials.During this period,there are also situations where the Huaixi General and the officials along the riverside also serve.The establishment of the Tiling Jianghuai Tea and Salt Institute has played an important role in promoting the prohibition of tea and salt in the Lizong years,as well as in combating private salt vendors and raising military expenses.However,in the late years of Lizong’s rein,due to the deterioration of the fighting situation against Mongolia,the revenue from tea and salt decreased accordingly.By the end of the Southern Song Dynasty,the Tiling Jianghuai Tea and Salt Institute was no longer seen in historical records.
