摘要
进入新时代,党中央国务院高度重视边疆地区的对外开放和经济发展,先后出台了一系列促进边疆地区对外开放和经济发展的国务院文件,第一次系统地对沿边地区经济社会发展做了总体布局,第一次对边疆地区政策体系进行系统的完善和构建,这也是进入新时代我国对边疆地区经济发展和对外开放做出的顶层设计和统筹谋划。这对我国全面实现"两个一百年"奋斗目标、加快"一带一路"建设、促进与周边国家经贸关系的发展、实现兴边富民和睦邻友好、推动区域协调发展等都具有重大战略意义。面对新形势的变化,我们要抓住新的机遇,采取新的举措,积极推动边疆经济学理论体系的构建,进而指导新时代边疆开放型经济的发展,创新沿边地区国际经济合作新模式,培育沿边地区开放发展新优势,实现边疆地区经济新发展,推动形成全面开放新格局。
Entering the new era,the Party Central Committee and the State Council attach great importance to the opening up and economic development of border areas,and have issued a series of documents successively to promote the opening up and economic development of border areas.For the very first time,those documents all together systematically lay out the economic and social development of border areas,and construct the policy system specifically for border areas,which act as the top-level design and overall planning of economic development and opening up of border areas in the new era.These are of great strategic significance to fully realize the two centenary goals,accelerate"The Belt and Road"construction,promote economic development and trade relations with neighboring countries,achieve border prosperity and goodneighbourliness,and promote coordinated development across regions.In the face of changes in the new situation,we should seize new opportunities,take new measures,construct the theoretical system of border economic actively,and then guide the opening economy development of border areas in the new era,innovate new mode of international economic cooperation in border areas,and cultivate new advantages of opening up and development in border areas,so as to realize new economic development of border areas and promote a new pattern of all-round opening up.
