摘要
为及时掌握煤矿安全监察干部教育培训现状和需求,增强干部教育培训工作的针对性和实效性,采用问卷调查法对全国26个省级煤矿安监局及所属分局和国家煤矿安监局机关司室工作人员进行了调查研究。结果表明:煤矿安全监察人员在能力素质提升方面的培训需求主要集中在6个方面,其中反馈最多的是对监察执法相关法律法规的运用能力的需求;在培训组织形式上,有79%的人员要求制定分类、分层次干部教育培训体系,并提出要坚持以脱产培训为主网络培训为辅的形式;在培训时间安排上,几乎所有人员都希望适当延长培训时间,有66%的人认为每次脱产培训时间在10天左右为宜;在培训师资上,有83%的人员建议拓宽师资类型,并提出让更多理论功底扎实、监察业务精湛的基层监察人员走上培训讲台。基于此提出了加强煤矿安全监察人员教育培训工作的对策建议,为进一步加强煤矿安全监察队伍建设提供参考。
In this paper,26 provincial coal mine safety supervision bureaus and their sub bureaus as well as the department staff of the state coal mine safety supervision bureau were investigated,by using questionnaire survey,which is in order to grasp the current situation and demand of education and training of coal mine safety supervisiors.The results show that the training needs of coal mine safety supervisors in terms of ability and quality improvement are mainly concentrated in six aspects,of which the most feedback is the demand for the application ability of laws and regulations related to supervision and law enforcement;In terms of training organization form,79%of the staff requires to establish a classified and hierarchical cadre education and training system,and proposes to adhere to the form of off the job training as the main form of online training supplemented by off the job training;In terms of training schedule,almost all the staff want to extend the training time properly,66%of them thinks it’s better to take about 10 days off job training each time;On training teachers,83%of the staff suggests to broaden the types of teachers,and proposes to let more grassroots supervisors with solid theoretical foundation and excellent supervision business step onto the training platform.This paper puts forward countermeasures and suggestions to strengthen the education and training of coal mine safety supervisors,and provides reference for further strengthening the construction of coal mine safety supervision team.
