摘要
瓦杰帕伊政府许诺给予外籍印度人公民权,承认双重国籍。但由于国大党政府的反对,最后双重国籍政策被"海外公民卡"所取代。莫迪执政以来,又将"海外公民卡"与"印度裔外国人卡"合并,扩大了"海外公民卡"的权利和适用范围。这得到了海外印度人的拥护和国内的支持,达到了良好的实施效果。
India has changed its overseas Indian policy at the turn of the century so as to attract the capital,technology and talents from overseas Indians.The“overseas citizen card”has offered essence if not the name of dual citizenship.Modi government has merged the“Overseas Citizen Card”with“Persons of Indian Origin Card.”BJP s understanding of the Indian nation,Indian citizenship,Indian nationality and even India itself is beyond the existing national boundaries and sovereign jurisdiction.Interestingly,BJP s concept of“Greater India”,“overseas Indian nationality”and quasi dual-nationality policy have not received anxiety or opposition from the international community as yet.
