摘要
考察协商治理与政府信任之间的逻辑关联对于理解国家治理现代化的实践逻辑具有十分重要的意义。从政府信任的形成逻辑来看,它以协商治理的合作行动为生成前提,以协商治理的信息公开为认知依据,以协商治理的共识达成为重要保障。作为一种民主合作治理,协商治理对于提升政府信任具有民意吸纳、信息公开和执行监督等功能优势。但从政府治理社会的现实角度来观察,协商治理的功能优势并没有得到充分的发挥。在中国特色社会主义新时代,应当在推进国家治理现代化的框架下,加快社会主义协商民主广泛、多层、制度化建设步伐,完善协商治理过程中的利益表达机制,优化协商治理过程中的信息公开机制,构建协商治理过程中的主体间信任机制,以此促进政府决策民主化,从而构建更加和谐的政府信任关系。
It is of great significance to understand the practical logic of the modernization of national governance by examining the logical connection between consultative governance and government trust.From the perspective of the logic to form government trust,it takes the cooperative action of consultative governance as the premise,the open information of consultative governance as the cognitive basis and the consensus of consultative governance as the important guarantee.As a governance model based on democratic cooperation,consultative governance has the functional advantages of absorbing public opinion,open information and executing supervision in promoting government trust,which,however,have not been fully played from the practical perspective of government governing society.In the new era of socialism with Chinese characteristics,under the framework of advancing the modernization of national governance,we should speed up the extensive,multi-level and institutionalized construction of socialist consultative democracy,improve the benefits expression mechanism,optimize the open information mechanism and establish the trust mechanism between the main body in the process of consultative governance to promote the democratization of the government’s decision-making and arrive at more harmonious government trust relation.
