摘要
传统增减挂钩项目的工程质量检查参照土地整治技术规程对复垦工程的质量检测内容进行检查,核实检查结果是否满足设计的要求,并未对单一地块或工程实现评分量化结果。为摸索量化评分的检查体系,本文在百色市增减挂钩项目检查的基础上,对增减挂钩项目的评价内容分析研究,参考增减挂钩项目的技术标准和测绘类项目的检查标准,初步提出城乡建设用地增减挂钩项目评价体系,通过量化评分指标,明确地块的质量情况。选取百色某个县的增减挂钩项目为案例,将其应用到增减挂钩项目的检查评定中,评分结果与实际检查情况基本吻合。
The engineering quality inspection of traditional increase and decrease linked projects refers to the technical regulations of land remediation to check the quality inspection content of the reclamation project,verify whether the inspection results meet the design requirements,and do not achieve a quantified result for a single plot or project.In order to explore the quantitative scoring inspection system,based on the inspection of the increase and decrease linked items of Baise City,this article analyzes the evaluation content of the increase and decrease linked items,and refers to the technical standards of the increase and decrease linked items and the inspection standards of surveying and mapping projects,and initially puts forward the evaluation system of urban-rural construction land increase and decrease linked projects.The project evaluation system linked to the increase and decrease of construction land uses a quantitative index to clarify the quality of the land.An increase-decrease link item in a county of Baise City was selected as a case,and it was applied to the inspection and evaluation of the increase-decrease link item.The scoring results basically matched the actual inspection situation.
