摘要
在油气管道投资项目简化后评价中纳入量化考评,可实现简化后评价项目横向对比,进行同类项目间的差异分析,达到树立标杆、查找短板、提高工程项目建设质量的目的。从目标实现程度、投资控制、项目全过程管理3个方面构建了简化后评价量化考评指标体系,制定了量化考评标准,并选取24个重点投资项目进行了量化考评应用,评价结果真实客观地反映了不同项目的投资管理质量,有效地辅助了投资项目管理决策。
The quantitative evaluation is included in the simplified post evaluation of oil and gas pipeline investment projects, which can realize the horizontal comparison of the simplified post evaluation projects, analyze the differences between similar projects, and achieve the purpose of setting a benchmark, finding the shortages, and improving the construction quality of engineering projects. In this paper, the simplified quantitative post evaluation index system was constructed for oil and gas pipeline investment projects from three aspects: the degree of goal realization, investment control and the whole process management of the project, and the quantitative evaluation standard was established. The quantitative evaluation index system is applied to evaluate 24 key investment projects. The evaluation results reflect the quality of investment management of different projects truly and objectively, and effectively assist the decision-making of investment project management.
