摘要
在广播电视大学基础上建设开放大学,是基于成人高等教育改革发展顶层设计中的对现代远程教育的重构。电大系统在具体实施过程中,需要在构建全民学习、终身学习的学习型社会的大背景下实现成功转型,再造价值。从历史视角下的外部环境看,开放大学的建设在制度层面、教育环境层面上还有待完善和加强,许多省级开放大学并没有“落地”,只有破除制约的藩篱,创造更加良好的外部环境,向开放大学战略转型才不会成为广播电视大学简单的翻牌,而是真正实现办学层次和办学水平质的飞跃。
Building an open university on the basis of radio and TV universities is actually a reconstruction of modern distance education in the top-level design of the reform and development of higher education for adults.In the process of implementing the open university system,it is necessary to realize the successful transform and recreate its value under the background of building a learning society featuring universal learning and lifelong learning.Concerning external environment from the historical perspective,the construction of open university needs to be improved and strengthened in respect of education system and environment,which leads to the difficulties in the implementation of the open universities at the provincial level.Only by breaking the restrictions and creating a better external environment can the strategic transformation to open university avoid to be a simple replication of radio and TV university but a qualitative leap in the level and quality of education.
