摘要
保障失业权益和激发社会发展活力,中国失业保险的改革和推进一直在路上,其标志性的成就在于"三位一体"功能的日趋完善,参保范围在地域和主体上的"双拓展",制度设计和保障水平的"现实关怀",一定程度上实现了从"独享"到"共享"的历史性跨越。然而,中国失业保险制度改革的步伐仍相对滞后,改革发展的社会共识尚未形成,制度设计的公平性尚未实质性地推进,成为失业保险"共享"发展的桎梏。因此,需要调整失业保险从"独享"到"共享"的再改革思路,构建更为公平、更具弹性、更加成熟、更为稳定的具有中国特色的失业保险制度。
Safeguard the rights and interests of the unemployed and stimulate the vitality of social development, the reform and promotion of Chinese unemployment insurance has been on the way. Its symbolic achievements lie in the gradual improvement of the function of "trinity", the "double expansion"of the coverage in the region and the main body, the"realistic concern"of the system design and the level of security, and the guarantee of unemployment.To a certain extent, the historical leap from "exclusive"to "shared"has been realized. However, the pace of reform of Chinese unemployment insurance system is relatively lagging behind, the social consensus of reform and development has not yet formed, the fairness of system design has not been substantially promoted, and the inadequate, uncoordinated and unfair construction of system development has become the shackles of the "shared"development of unemployment insurance. Therefore, it is necessary to adjust and improve the re-reform thinking of unemployment insurance from "exclusive"to "shared", and build a more fair, more flexible, more mature and more stable unemployment insurance system with Chinese characteristics.
