摘要
建立健全应急管理体系,提升政府应对公共危机能力,是推进国家治理体系和治理能力现代化的重要内容。在我国应急管理体系建设中,乡镇政府应急管理体系建设起步较晚,尚未形成健全的预警、防控、监督、管理、服务体系,也未发挥好应有的应急管理功能。在此次新冠肺炎疫情防控中,部分乡镇政府在应急管理方面呈现出一些典型表现值得我们深刻反思:或因主观意识不足而“慢作为”,或因急功近利而“乱作为”,或因体制机制局限而“难作为”。我们必须按照新时代应急管理体系建设的新要求,认真总结新冠肺炎疫情防控的经验,全面提升人民群众防控意识,强化乡镇政府的风险意识与危机应对观念,提高乡镇政府应急管理能力,健全乡镇政府应急管理的体系和机制,推进建设乡镇政府应急管理体系,为广大人民群众的生命财产安全提供强有力的制度保障。
To establish and improve the emergency management system and enhance the government’s ability to deal with public crisis,which are important parts of promoting the modernization of national governance system and capacity.In the construction of China’s emergency management system,the construction of township government emergency management system started late.It has not yet formed a sound early warning,prevention and control,supervision,management,service system,nor played its due function in emergency management.In the prevention and control of"COVID-19",some township governments lacks some typical manifestations in emergency management which are worthy of our deep reflection:the"slow action"because of the lack of subjective consciousness,the"chaotic act"because of quick success and instant benefit,the"difficult to do"because of the limitation of the system.We must conscientiously sum up the experience of the prevention and control of"COVID-19"epidemic in accordance with the new requirements for the construction of the emergency management system in the new era,comprehensively enhance the people’s awareness of prevention and control,strengthen the risk awareness and crisis response concepts of the township government,and improve the emergency management capabilities of the township government.The township government emergency management system and mechanism promote the construction of the township government emergency management system to provide a strong institutional guarantee for the safety of life and property of the broad masses of people.
