摘要
取2004—2015年中国30个省份的平衡面板数据,构建非线性面板门槛模型,并将政府行为纳入分析框架,从而为“环境规制-产业结构升级”研究框架提供合乎现实的经济解释。研究发现:环境规制是影响产业结构升级的重要因素,较低和较高强度环境规制均无助于促进产业结构升级,而适宜强度的环境规制则能够形成“清洗效应”,从而驱动产业升级;地方政府绩效考核压力并不必然削弱环境规制的效力,适度的考核压力和合理的环境决策有助于形成最优环境规制水平,促进产业结构调整;适宜的财政分权有助于政府将有限精力从“如何创收”中解脱出来,以实现资源合理配置,优化区域产业结构。此外,技术进步和对外贸易对“环境规制-产业结构升级”机制具有正向传导作用,而外商直接投资和投资需求则具有逆向效力。
This paper selects the balance panel data of 30 provinces(municipalities and autonomous regions)in China from 2004 to 2015,constructs a nonlinear panel threshold model,and incorporates government behavior elements into the analysis framework,trying to find a realistic economic explanation for“environmental regulation-industrial structure upgrade”.The study has found that environmental regulation is an important factor affecting the upgrading of industrial structure.The lower and higher environmental regulation intensity will not help the industrial structure upgrade,and the appropriate environmental regulation intensity can form a“cleaning effect”and drive the industrial structure upgrade.The performance appraisal pressure of local government does not necessarily detract from the benefits of environmental regulation.Appropriate assessment pressure and environmental decision-making help to form the optimal level of environmental regulation and promote the upgrading of industrial structure.Appropriate fiscal decentralization is conducive to free government’s limited energy from“how to generate income”,so as to achieve rational resources allocation and optimize the industrial structure.In addition,technological progress and foreign trade have a positive conduction function for the“environmental regulation-industrial structure upgrading”mechanism,while foreign direct investment and investment demand have a reverse effect.
