摘要
“理性”是公共行政学理论中的重要概念之一,其包含了追求最大功利的工具理性与坚守纯粹信仰的价值理性两个基本方面,这两者的对立融合构成了现代社会的运行逻辑,也造就了公共行政学百年发展历程的秩序之道。我们可以借助此概念理解公共行政的转折,透视工具理性与价值理性之间的对立统一,通过重申两者对公共行政发展的重要意义,探析新时代技术视角下公共行政新领域——智慧政务在两者中运行的内在机理,进而促进公共行政的深化发展。
The rationality,one of the important concepts in the theory of public administration,contains two basic aspects:instrumental rationality in pursuit of maximum utility and value rationality in adherence to pure belief.The combination of the two forms the operation logic of modern society,and also creates the order of the development of public administration.With the assistance of this concept,we can understand the transition of public administration,see clearly the unity of opposites between instrumental rationality and value rationality,through repeated significance of the two to the development of public administration,discusses new fields in public administration from the perspective of technology in the new era—the inner mechanism of smart government affairs in the operation of the two,and then to promote the deepening development of public administration.
