地方高校应用转型的政策过程评价及优化策略

摘要 国家已经将一批地方本科学院向应用型转型作为高等教育重大结构性调整的目标,这就从国家政策层面保证了应用型本科教育的地位和角色。国家政策对于"谁要转"和"转成什么"目标明确,但在政策制定方面,还没有形成完整的政策体系,没有相应的政策工具出台,因而政策难以执行。推动高校转型的政策工具,从层次上来分,应制定应用型高校评价标准、专业标准与课程标准等;从类型上来分,要制定适合应用型高校的招生、拨款、评价制度;此外,还需要建立评估跟踪机制。 The government has taken the transformation of a number of local colleges and universities to technique oriented ones as a major structural adjustment policy of higher education, and ensured the status and role of technique oriented undergraduate education from the national policy level. The national policy has a clear goal of "who needs to transfer" and "what to transfer". In terms of policy-making, a complete policy system has not yet been formed. Although the policy direction is very clear, there is no corresponding policy tool, so the policy is difficult to implement. In order to promote the transformation of colleges and universities, we should establish the evaluation standards, professional standards and curriculum standards of technique oriented colleges and universities. In terms of types, it is necessary to formulate the enrollment, appropriation and evaluation system suitable for technique oriented universities. To promote the transformation, we need to establish an evaluation and tracking mechanism.
