摘要
油气体制改革方案实施以来,油气勘查开采、储运、油品炼制、城市燃气等环节涌入了一批民间企业和民间资本,促进了油气行业的市场竞争。但当前油气行业民间资本进入还面临着政府准入管制未能充分促进市场作用发挥和混合所有制改造中政府作用尚不清晰两个主要问题。针对这两个问题,应正确发挥政府作用:促进油气行业市场准入政策的公平透明,简化行政审批制度以鼓励民营企业进入;在混合所有制改革中,应对行政权力进行隔离,避免其直接干预产权活动,明确政府在混合所有制中的角色,使混合行为具有更多的民事和商事属性。
Since the implementation of the reform plan of oil and gas industry mechanism,a number of private enterprises and private capital have poured into the oil and gas exploration,exploitation,storage,transportation,oil refining,urban gas and other sectors,thus promoted the market competition of the oil and gas industry.However the private capital currently access in oil and gas industry still faces two major problems:Firstly the government access regulation fails to fully promote the role of the market.And secondly the role of the government in the transformation of mixed ownership is not clear.In view of these two problems,the government should play the proper role:to promote the fairness and transparency of market access policies in the oil and gas industry,to simplify the administrative examination and approval system in order to encourage private enterprises to access.In the reform of mixed ownership,the administrative power should be isolated to avoid its direct interference in property rights activities,and the role of the government in mixed ownership should be clarified to make mixed behavior have more civil and commercial attributes.
