摘要
采用文献调研法、问卷调查法、案例分析法和网络调查法等多种方法,对政府购买福建公共图书馆服务展开调查,发现政府方面法规制度和监督测评机制不够健全,政府购买公共图书馆服务发展区域差别大,福建省内购买服务整体水平不高、类型单一,激励政策和资金投入不足等。提出规范政府购买服务的工作流程,培育规范社会力量、提高专业化水平,信息公开化透明化、制定完善的人才激励政策等对策,为促进政府购买公共服务提供参考和借鉴。
This paper adopts a variety of methods, such as literature research, questionnaire survey, case analysis and network survey, to investigate the government’s purchase of fujian public library services. There are great differences in the areas where the government purchases public library services;The overall level of purchasing service in fujian province is not high, the type is single;Insufficient incentive policies and capital investment.Put forward countermeasures,such as standardize the working process of government purchasing service, cultivate and standardize social forces, improve the level of specialization, make information open and transparent and formulate perfect talent incentive policies, etc, to promote the government to buy public services to provide reference and reference.
