摘要
随着中国的经济发展进入"新常态",港口业的发展也由高速增长趋于平缓,针对当前我国港口发展所面临的基础设施结构性产能过剩、港口之间同质化竞争严重等重大问题,文章首先在分析港口传统运作模式弊端的基础上,提出了港口大宗商品交易市场运作模式。其次,从充分性和必要性的角度,采用规范分析的定量模型及论证方法,通过对两运作模式下系统成本、系统风险的对比分析及港口大宗交易市场运作模式下价格决策空间的合理制定,科学论证了港口大宗商品交易市场运作模式的可行性及其优势。
The development of China’s port industry undergoes the change from high-speed growth to steady advancement since its economic development enters into"new normal".With regard to the major problems China faces during its current stage of port development such as the structural overcapacity of the infrastructure and the serious homogeneity competition among the ports,this paper first offers for the ports the market operation mode of commodity trading on the basis of analyzing the disadvantages of traditional port operation mode.Second,this paper adopts the quantitative model and the demonstrative method of normative analysis from the perspectives of sufficiency and necessity.It demonstrates in a scientific manner the feasibility and advantages of market operation mode of port commodity trading through the comparison between and analysis of both the system costs and risks under the two operation modes as well as the reasonable formulation of the price decision space under the market operation mode of port commodity trading.
