摘要
科学合理的评价体系是准确测度我国公共体育资源发展水平现状的重要依据。以资源配置视角切入,在公共体育资源概念内涵与资源分类的基础上,从有形性公共体育人力资源、物力资源、财力资源与组织资源等维度出发,利用文献查阅结合德尔菲法,对我国新时期公共体育资源评价指标体系进行研究。通过对相关研究领域专家两轮德尔菲问卷调查的结果反馈与指标修正,最终确定了包括一级指标4项、二级指标10项、三级指标19项的我国公共体育资源综合配置水平评价指标体系,并结合2008—2016年我国31个省市自治区公共体育资源发展数据,利用熵权法对评价指标进行了客观权重赋值,并对公共体育人力资源、公共体育物力资源、公共体育财力资源、公共体育组织资源指标释义与涵盖内容进行了具体解释与分析。
The scientific and reasonable evaluation system is an important basis for accurately measuring the status quo of the development of public sports resources in China.Based on the perspective of resource allocation and the classification of resources,this paper analyzes the dimensions of tangible public sports human resources,material resources,financial resources and organizational resources in order to study the evaluation index system of public sports resources in the new era through literature study and Delphi method.Through the feedback and index correction of the two rounds of Delphi questionnaire survey of experts in relevant research fields,the comprehensive evaluation index was classified into 4 first-level indicators,10 second-level indicators and 19 third-level indicators.Combined with the development data of public sports resources of 31 provinces,municipalities and autonomous regions in China from 2008 to 2016,the entropy weight method was used to assign objective weights to the evaluation indicators,and the definition and coverage of specific indicators.In order to promote the scientific development of China's public sports service performance evaluation,to analyze the status quo of China's public sports resources comprehensive allocation level,and to provide indicators and tools for references.
