摘要
韩国数字教科书的发展是在国家数字教育发展战略的整体规划下发展起来的。韩国教育部门充分认识到数字教科书能够为学生施加正向的影响力,建构智能型的学习行为,同时也是革新教育环境、教育内容和方法、教育评价体系的动力。程序开发和出版发行被视为数字教科书的两个核心要素,其发展与国家数字出版基础密切相关。由纸质媒介到信息媒介中心,新型数字教科书在功能、形态等方面与传统教科书有明显的区别。韩国中小学数字教科书的实践过程,面临普及预算不足、标准化欠缺、相关法律制度不完善、师生数字教科书应用能力缺乏等一系列问题,韩国政府及出版界采取了数字设备升级、著作权立法、内容优化、激活数字教科书产业等一系列应对措施。
South Korea’s digital textbooks are developed under the overall planning of national digital education development strategy.Korean education department has fully realized that digital textbooks could exert a positive influence on their students,construct intelligent learning behavior,and also promote the innovation of the education environment,education contents and methods,and education evaluation system.Program development and publication are deemed as two core elements of digital textbooks,whose development is closely related to the national digital publishing foundation.The new digital textbook,as the result of the change from paper media to the information media center,has obvious differences with traditional textbooks in function and form.The practice process of primary and secondary schools digital textbooks in South Korea has faced a series of problems,including insufficient popularizing budget,lack of standardization,the imperfect relevant legal system,lack of application ability of digital textbooks for teachers and students,etc..However,the government and publishing industry takes a series of countermeasures of upgrading digital equipment,legislating for copyright,optimizing the contents,and activating the digital textbook industry.
