The Influencing Factors of the Service Capability of Government Emergency Intelligence Systems

摘要 [目的/意义]我国政府应急情报系统普遍存在重建设轻应用,高投入低效能等问题,系统服务能力难以达到用户期望的水平,对应急管理工作的支撑作用仍不理想。而当前学界与业界对如何提升应急情报系统服务能力的探讨也较少。[方法/过程]梳理了安全情报、应急情报、IT能力管理、IS服务质量评价等领域文献,将应急情报系统服务能力的影响因素归纳为用户因素、技术因素和环境因素三个方面,构建了影响因素模型,并运用问卷调查、专家访谈及结构方程模型对研究假设进行了实证检验。[结果/结论]结果表明用户因素对服务能力存在直接正向影响,而技术因素和环境因素则通过用户因素的完全中介作用间接产生正向影响。研究进一步分析了影响因素间的路径关系与影响机理,为应急各部门提升应急情报系统服务能力提供了理论参考与建议。 [Purpose/significance]Our government’s emergency intelligence systems(EIS)still have many problems,such as paying great attention to the construction rather than the usage of the systems,and high input but low output,etc.The systems’service capability is difficult to achieve the desired level of users,and doesn’t give enough support for emergency management.However,there are few studies on how to improve the service capability of EIS in the academic and industry circles at present.[Method/process]Literature in the fields of safety&security-related intelligence,emergency intelligence,emergency management,IT capability management,IS service quality evaluation and their influencing factors are sorted out,and summarized into three kinds of factors:User factors,technical factors and environmental factors.In this paper,a model of EIS service capability and its influencing factors is established,and research hypotheses are put forward.These hypotheses are empirically tested by questionnaire survey,expert interview and structural equation analysis.[Result/conclusion]The study verifies the structure of EIS service capability.The results show that user factors have direct and positive effects on EIS service capability,while technical factors and environmental factors have indirect and positive effects through the complete mediation role of user factors.Furthermore,the influence path and mechanism among the factors are further analyzed,which provide theoretical references and suggestions for government’s emergency departments to enhance the service capability of EIS.
