摘要
在我国实现从传统社会管理向现代社会治理转变、加强和创新社会治理的过程中,要把出发点和落脚点落实到民生领域,真正提高人民生活质量,以人民为中心。而生态环境问题正是利国利民的一项重要工作,"良好生态环境是最公平的公共产品,是最普惠的民生福祉"。在现实生活中不乏地区生态环境危机,而福建省的"青山挂白"现象较为严重。以基层生态环境问题治理为着手点,不断探索新的社会治理模式,解决隐藏的社会矛盾,引导生态治理走上法治化的轨道是当务之急,也是长远之计。
In the process of transforming from traditional social management to modern social governance, strengthening and innovating social governance in China, we must implement the starting point and the foothold in the field of people’s livelihood, truly improve the quality of life of the people, and take people as the core. The ecological environment problem is an important task for the benefit of the country and the people. "A good ecological environment is the fairest public product and the well-being of the people." In real life, there is no shortage of regional ecological environment crisis, and Fujian Province focuses on the phenomenon of "Green Hills with a Clearing". Taking the governance of grassroots ecological environment as the starting point, constantly exploring new social governance models, solving hidden social contradictions, and guiding ecological governance on the track of legalization are the top priorities and the long-term solution.
