摘要 在国土空间规划的新背景下,“可感知、能学习、善治理、自适应”的智慧规划是国土空间统一管理和有效监督实施的保障。《中共中央国务院关于建立国土空间规划体系并监督实施的若干意见》以及随后发布的与国土空间规划、国土空间规划“一张图”、国土空间开发保护现状评估等相关的工作要求和编制建设指南,均体现出国土空间规划的智慧内涵和要求。智慧规划需要智慧规划系统来提供支撑,从而保障规划编制前的“双评估”、编制中的动态分析评价、编制后及实施中的监测预警整个过程的智能化。通过梳理政策要求和智慧规划的内在要求,我们认为,智慧规划支持系统的建设需要促进信息全流程与规划全过程的耦合,建设的重点是数据、模型、算法,以及支持国土空间规划多主体协同的共享机制和新技术应用。 Under the new background of territorial spatial planning,intelligent planning is the guarantee of unified management and effective supervision of the territorial space.Several opinions on the establishment and supervision of territorial spatial planning system,as well as the subsequent issuance policies of requirement and construction guidelines,all reflect the intelligent connotation and requirements of territorial spatial planning.Intelligent planning needs the intelligent planning support system to ensure the intellectualization of the whole process of planning,including"double evaluation"before planning,dynamic analysis and evaluation in planning,monitoring and early warning after planning.By sorting out the policy requirements and the inherent requirements of intelligent planning,we believe that the construction of intelligent planning support system needs to promote the coupling between the whole information process and the whole planning process.The main points of the system construction are data,models and algorithms,as well as the sharing mechanism and new technology to support multi-agent collaboration in territorial spatial planning.
