摘要
[目的/意义]总结地方政府数据开放的发展路径和发展模式,旨在提高地方政府数据开放水平。[方法/过程]以广东、山东和贵州3省为例,对3个省份的政府数据开放平台进行研究,分为省级平台和市级平台纵向维度(包括部分统一型、统一开放型和省市分离型)、市级平台横向维度(包括"阶梯分布"型、"全面开花"型和"以点带面"型)两个维度。[结果/结论]以山东省为代表的统一开放型模式效果最佳,能够实现市级平台"全面开花"。在此基础上,提出成立大数据管理部门,加强顶层设计,优化平台功能,提高信息技术水平,重视数据开发和利用等建议,为各地政府数据开放工作提供参考。
[Purpose/significance]The paper is to summarize the development paths and modes of local government open data, so as to improve the level of open data of local governments. [Method/process]The paper takes Guangdong, Shandong and Guizhou as examples to study the open data platforms of these three provinces, which is divided into two dimensions: provincial platform and municipal platform vertical level( including partially open type, uniformly open type and province and municipality separated type) , and municipal platform horizontal level( including"step distribution"type,"full blooming"type and"point to area"type). [Result/conclusion]The results show that the uniformly open type, represented by Shandong Province, has best effects and can realize the"full blooming"of municipal platforms. On this basis, the paper puts forward some suggestions, such as setting up big data management department, strengthening top-level design, optimizing platform functions, improving technique level, and paying attention to data development and utilization, so as to provide reference for the open data work for local governments.
