摘要
“信息爆炸”时代背景下,以提高信息资源的使用效率为基础,从政府层面寻求应对社会问题的治理之策,各国均大力进行信息化政府的建设。政府数据资源化、共享化是目前政府的重要职能之一,为大数据发展和“互联网+”战略实施提供了数据基础和底层支撑。本文分析国内外在政府数据资源化、共享化的研究成果,介绍了政府数据资源化以及共享化的概念,并引申了数据开放和共享的不同之处,分析当前我国政府存在的问题,借鉴国外在促进政府数据资源整合和共享开放方面的经验,提出针对性策略,促进政府数据在政府治理层面的体制化发展。
Under the background of"information explosion",we seek the governance strategies to deal with social problems from the government level based on improving the use efficiency of information resources.All countries are vigorously carrying out the construction of information-based government.Resource utilization and sharing of government data is one of the important functions of the government at present.It provides data base and underlying support for the development of big data and the implementation of"Internet+"strategy.This paper expounds the concept of government data resource and sharing based on the practical experience and research results of government data resource and sharing at home and abroad.It also expounds the differences between data opening and data sharing,and analyzes the relevant problems existing in the current China government.Then it draws on the experience of foreign countries in promoting the integration and sharing of government data resources and puts forward targeted strategies in order to promote the institutionalized development of government data at the level of government governance.
