摘要
为解决客户通过公路运输货物存在的问题,实现散堆装货物集装化运输,发挥公铁联运优势,促进铁路货物运量提升,北京局集团公司根据客户需求,在石家庄西站与渤海西站之间组织敞顶集装箱班列运输。在阐述石家庄西-渤海西敞顶集装箱班列开行现状及存在问题的基础上,分析石家庄西-渤海西敞顶集装箱班列开行实践,即:增加敞顶集装箱周转,大幅缩短装卸等待时间;加强对操作人员的作业培训,减少人员误操作影响;精细管控班列运输组织各环节,有效压缩无效等待时间;采取运价下浮方法吸引沿途中小企业货源,减少运力闲置,以提高敞顶集装箱运输组织效率,促进铁路货运增量行动的实现。
To address clients’ problems with road freight transportation by means of containerized transport of bulk cargo through taking the advantage of road-rail multimodal transportation,Beijing Group begins to operate open top container freight trains between Shijiazhuang West Railway Station and Bohai West Railway Station to meet the market demand,which is expected to facilitate volume increase.Based on an overview of the current situation and existing operation problems,this paper puts forward the strategies to improve its operation:increasing the turnover rate of open-top containers to substantially reduce the loading and unloading time,improving employee training to reduce human errors,strengthening control of transportation organization at every link to cut waiting time,and attracting small and medium-sized enterprises along the railway with lower freight rates to reduce idle capacity,which are expected to improve the organization efficiency and facilitate volume increase.
