摘要
污染源在线监控系统是提高环境监管能力的重要手段,但在线监控管理和自动监控数据应用的缺失,制约了污染源在线监控系统的预期效果。通过对大庆市重点污染源在线监控管理现状及存在的主要问题进行分析,提出实施全过程监控、加装废水超标留样仪、开发在线监控平台手机端APP等多手段完善在线监控系统建设,强化第三方运维监管考核,健全在线监控法律法规等建议,积极探索自动监控数据应用,充分发挥污染源在线监控在环境保护管理中的作用。
Online monitoring system of pollution sources is an important means to improve the ability of environmental supervision.However,due to the lack of online monitoring management and application of automatic monitoring data,the expected effect of online monitoring system of pollution sources is restricted.Starting from the current situation of pollution sources online monitoring management in Daqing City,this paper analyzes its status quo and problems.It is put forward that the construction of online monitoring system should be improved by means of implementing the whole process monitoring,installing waste water excess standard sampler,developing online monitoring platform mobile applications,etc.Meanwhile,the supervision and assessment of third-party operation and maintenance should be strengthened,laws and regulations of online monitoring should be improved,the application of automatic monitoring data should be actively explored,and attentions should be given to the role of online monitoring of pollution sources in environmental protection management.
