摘要
党内监督体系在整个国家监督体系中发挥着关键性的影响和作用。提高系统性可以完善党内监督体系自身,提升协同性有助于理顺党内监督与党外监督关系,增强有效性则让党内监督产生良好的政治和社会效果。本文从三个方面来考虑健全和完善党内监督体系,认为党内监督体系是由党内不同主体相互发生关系而形成的复杂系统,重要的是处理好党委和纪委的关系、党委与其他党内主体的关系,提高系统性水平;需要将党内监督体系置于党和国家监督体系这个组织场域中进行研究,加强党内监督与党外监督的协同;充分运用大数据等新技术手段、加大制度执行和效果评估力度、提高问责精准度、强化对监督权的监督有利于提高党内监督的有效性。
The inner-party supervision system plays a key role in the whole national supervision system.To improve the system can improve the inner-party supervision system itself, enhancing the coordination helps to straighten out the relationship between the inner-party supervision and the non-party supervision, and to enhance the effectiveness can make the inner-party supervision produce good political and social effects. This paper considersto perfect the inner-party supervision systemfrom three aspects. It considers that the inner-party supervision system is a complex system formed by the relationship between different subjects within the party. It is important to deal with the relationship between the Party committee and the Commission for Discipline Inspection, the relationship between the Party committee and other subjects within the party, andto improve the level of systematization. The inner-party supervision system needs to be placed in the organizational field of the party and the state supervision system. It is necessary to strengthen the coordination between inner-party supervision and non party supervision. It is beneficial to improve the effectiveness of inner-party supervision by making full use of big data and other technologies,increasing system implementation and effect evaluation,improving accountability accuracy,and strengthening the supervision of supervision power.
