摘要
经费管理制度不健全、预算编制不科学、经费执行与预算脱节、结余资金使用率低等原因导致经费使用存在问题。通过提出健全经费管理制度、强化预算编制管理、经费执行信息化以及统筹使用结余资金等改进措施,以提高项目经费的使用效率和效益,提升科研事业单位科研创新能力。
The imperfect fund management system,unscientific budget preparation,disjunction between fund implementation and budget,low utilization rate of surplus funds and other reasons lead to problems in fund use.The article proposes improvement measures such as perfecting fund management system,strengthening budget preparation management,informatization of fund implementation and overall utilization of surplus funds to improve the efficiency and effectiveness of project funds.Promote the ability of innovation in researching institute.
