城市大型公共服务设施运营韧性的理论阐释与案例解析 被引量:2

摘要 为保障城市大型公共服务设施(ULPSF)的可持续运营,对ULPSF运营韧性进行研究。基于文献综述,将ULPSF运营韧性界定为运营期ULPSF能够有效抵抗、吸收扰动,维持、恢复其公共服务供给水平并得到自适应性发展的能力。从系统论视角提出ULPSF的结构特征:ULPSF是由物理、组织、社会组成的“三维”复杂系统,易受多重扰动影响,且存在鲁棒性、迅速性、冗余度、智慧性等韧性要素。进一步利用系统机能水平变化曲线来表征多重扰动作用下ULPSF的运营韧性作用机理。由4·15希尔斯堡案例解析表明:塑造ULPSF运营韧性应从强化“物理、组织、社会”三维系统的韧性要素系统展开,塑造ULPSF物理韧性关键在于提升鲁棒性与冗余度,塑造ULPSF组织韧性与社会韧性关键在于提升智慧性、迅速性与冗余度。 In order to ensure the sustainable operation of urban large-scale public service facilities(ULPSF),the operational resilience of ULPSF is analyzed.Based on literature review,the operational resilience of ULPSF is defined as its ability to resist and absorb disturbances and to maintain or recover the functionality of public service supply,and then to realize the self-adapting development.In addition,the structure characteristics of ULPSF are proposed from the perspective of system theory:ULPSF is a complex system comprising of physical system,organizational system and social system;ULPSF is usually subject to multiple disturbances;ULPSF has resilience properties including robustness,rapidity,redundancy and resourcefulness.After that,the mechanism of operational resilience is illustrated by the ULPSF’s functionality response curve following multiple disturbances.Finally,the case of Hillsborough Disaster indicates that the operational resilience of ULPSF will be improved by strengthening its resilience properties,the key point of improving physical resilience leans on ULPSF’s robustness and redundancy,and the key point of improving organizational and social resilience leans on ULPSF’s rapidity,resourcefulness and redunclancy.
