摘要
离岸平衡战略自美国学界提出以来,便引起广泛的讨论和分析,并且已经成为美国政府的重要对外战略选项,但学界目前对离岸平衡战略的理论研究还不够细致与深入。鉴于此,本文回到离岸平衡战略的本源,系统阐述和分析其包含哪些核心战略要素。首先,实施离岸平衡战略的国家作为离岸平衡手必须满足在地缘环境和敌友关系上的客观条件,同时不同的国际格局会对离岸平衡战略选择产生不同的影响;其次,离岸平衡战略的核心目标在于永葆离岸平衡手的领导地位,维持其在国际体系的相对优势;最后,离岸平衡手通过优化资源配置、推卸责任和建立均势保障离岸平衡目标的实现。由此,本文构建了一个囊括客观条件、核心目标以及实现手段三大部分组成的离岸平衡战略综合分析框架。
The offshore balancing strategy has been widely discussed and analyzed since it was put forward by the American academic communities,which has become an important foreign strategic option for the American government.However,there is a lack of detailed and in-depth theoretical research on offshore balancing strategy.Accordingly,the paper traces the root of the offshore balancing strategy and presents a systematical analysis of its core strategic elements.Firstly,as an offshore balancer,the country must satisfy objective conditions in both the geographical environment and the relationship between adversaries and allies.The discrepancy in the international landscape will make a difference in the choice of offshore balancing strategy.Secondly,safeguarding the offshore balancer’s leading position and maintaining its comparative advantage in the international system stand in the center of the offshore balancing strategy.Finally,optimizing the allocation of resources,buck-passing and shaping balance of power are major implementing means of offshore balancers.Thus,the paper constructs a comprehensive analysis framework of offshore balancing strategy,covering its objective conditions,core goals and implementing means.
