摘要
通过分析河长制湖长制的内涵要义及治水成效,阐述了建设幸福河湖是全面推行河长制湖长制的终极目标,提出了河长制湖长制在建设幸福河湖中的作用以及河长湖长下沉落地、履职担当的保障措施。
The study on the significance and effectiveness of river-lake chief system indicates that the initiative of happy rivers and lakes shall be the ultimate goal of full implementation of the system.It provide a broader space to discuss the role of the system in the initiative of happy rivers and lakes,and also securing measures for these chiefs to perform their duties in a down-to-earth manner.
