摘要
公共政策的执行能力对政策实施效果起着至关重要的决定性作用。当前畜禽标准化规模养殖正处于快速发展时期,有效发挥现行的畜禽标准化规模养殖政策作用,确保政策达到预期的实施效果,需要更高水平的政策执行能力与之相适应。作者之前通过运用史密斯政策执行模型,探讨性地提出了全国各地在政策执行方面存在的诸多问题。本文继续通过运用史密斯政策执行模型,有针对性地提出了完善畜禽标准化规模养殖政策的几点建议,供政府、业内同行和读者参考。
The implementation ability of public policy plays a crucial role in the effect of policy implementation. At present, the standardized scale breeding of livestock and poultry is in a period of rapid development. To effectively play the role of the current policy of standardized scale breeding of livestock and poultry and ensure that the policy achieves the expected implementation effect, a higher level of policy implementation ability is needed to adapt to it. By using Smith’s policy implementation model, the author has put forward many problems in policy implementation in different parts of the country. By using Smith’s policy implementation model, this paper puts forward some suggestions to improve the standardized large-scale breeding policy for the government, industry peers and readers.
