摘要
针对灾情突发时应急资源的短缺问题,利用大数据技术搭建应急资源供应链平台。应急资源供应链平台的用户主要包括企事业单位、科研院所、政府部门、个体户、个人等,并集客户、供应商、资源、资金、售后、媒体、政策、调度、物流等应急供应链各类要素,以大数据为技术核心,通过智能预约、智能派单、智能调度及智能售后环节,对应急防控物资进行统一管理和统一调拨,高效地调度全球资源和全球供应商,减少资源浪费,加快资源供应;加之借助媒体效应和互联网效益,应急资源供应链平台可以凝聚社会力量,为重大灾情提供巨大的社会支持。
Aiming at the short supply of emergency resources in the event of disaster,this article builds a supply chain platform for emergency resources by using big data technology.The main users of this platform include enterprises,institutions,scientific research institutes,government departments,self-employed households,individuals,etc.This platform is also equipped with various emergency supply chain elements such as customers,suppliers,resources,funds,after-sales,media,policies,scheduling,logistics and so on.The platform takes big data as the core of technology,through intelligent booking,intelligent dispatch,intelligent dispatch and intelligent after-sales link,the emergency prevention and control materials are managed and allocated in a unified way,thus efficiently dispatch global resources and global suppliers,reduce waste of resources,and accelerate the supply of resources.Moreover,with the help of media and internet,this platform can bring social forces together and provide great social support for major disasters.
