摘要
作为南方丰水城市的典型代表,湖南省常德市水资源管理经历了起步、探索、深化3个重要阶段,海绵城市建设取得了显著成效。发展成效的取得主要得益于常德市始终坚持主动作为、重视制度建设、突出地域特色、落实要素保障,从而形成了海绵城市建设与经济发展互动共促的良好局面。
As a typical city representative with abundant water resources in south China,water resources management in Changde experienced three important stages of starting,exploring and deepening,and achieved remarkable results in sponge city construction.The achievement is mainly due to the fact that Changde always adheres to the initiative,attaches importance to the system construction,highlights the regional characteristics,and implements the element guarantee,thus forming a good situation of the interaction and promotion of sponge city construction and economic development.
