摘要
社会治理是国家治理的重要方面,社会治理的好坏关系到国家治理的效果,关系到能否实现治理体系和治理能力现代化。西藏治理的好坏关系全国经济社会的发展和稳定,而社会治理对于西藏的整体治理和发展具有关键性作用。加强和创新社会治理是贯彻落实习近平总书记关于社会治理重要论述和保障治边稳藏的关键因素和基本途径。因此,明确创新社会治理的重大意义和目标要求,科学总结创新社会治理的思路途径和体制机制,为下一步创新社会治理提供有益借鉴,这对于西藏实现各个领域治理的现代化和有机协同运行,确保经济社会快速、有效、稳固发展具有重要现实意义。
Social governance is an important aspect of national governance.The quality of social governance is related to the effect of national governance and whether the modernization of governance system and governance capacity can be realized.The governance of Tibet has a direct impact on the development and stability of the national economy and society,and social governance plays a key role in the overall governance and development of Tibet.Strengthening and innovating social governance is a key factor and a basic approach to implementing General Secretary Xi Jinping’s important discourses on social governance.It is the critical factor and the basic way to govern the borderland and maintain the Tibet’s stability.Therefore,we should make clear the significance and objective requirements of innovating social governance,and scientifically summarize the way of thinking and system mechanism of innovating social governance,so as to provide useful reference of innovating social governance for the next step.This is of great practical significance for Tibet to realize the modernization and coordinated operation of governance in various fields and ensure the rapid,effective and stable development of the economy and society.
