摘要 旧工业厂区由于建设年代较久,基础设施建设落后的问题十分突出。大量的不透水下垫面,使降雨时形成大量地表径流,造成内涝灾害和面源污染,因此以传统理念建设的旧工业厂区往往不符合可持续发展的理念。基于“场地开发后外排量不大于开发前”的理念提出的海绵城市,便成为解决旧工业区排水的重要方式。虽然传统的小海绵体系作为改善雨水问题的有效技术手段,可以有效地控制中小降雨的流量及径流污染,但对于高重现期降雨的控制效果有限。为了在高重现期降雨的情况下,仍达到场地开发后外排量不大于开发前的目标,需综合协调旧工业厂区内各要素的关系,使区域降雨量延时排出。这一理念作为海绵系统构建的重要手段,愈发受到相关学者的重视。文章以北京市通州区某旧工业厂区的构建为例,从目标、原则、策略、设计层层深入探究海绵城市技术在旧工业厂区改造中的应用,形成兼顾大小降雨事件的旧工业厂区雨洪管理建设思路;希冀为未来旧工业区多目标海绵城市建设提供参考。 Because the old industrial area has been built for a long time,the problem of backward infrastructure construction is very prominent.A large number of impermeable underlying surfaces lead to a large amount of surface runoff during rainfall,resulting in waterlogging disasters and non-point source pollution.Therefore,the old industrial areas constructed with traditional concepts are often not in line with the concept of sustainable development.Sponge City,based on the idea that“the external displacement after site development is not greater than that before development”,has become an important way to solve the drainage problem of the old industrial area.Although the traditional small sponge system,as an effective technical means to improve the rain water problem,can effectively control the flow and runoff pollution of small and medium rainfall,but its control effect on the rainfall in high recurrence period is limited.In order to achieve the goal that the discharge after the site development is not greater than that before the development under the condition of high recurrence rainfall,it is necessary to comprehensively coordinate the relationship between various elements in the old industrial area,so as to delay the discharge of the regional rainfall.As an important means to construct sponge system,this concept has been paid more and more attention by related scholars.Taking the construction of an old industrial factory in Tongzhou District of Beijing as an example,this paper explores the application of Sponge City technology in the reconstruction of old industrial factory from the aspects of objective,principle,strategy and design,and forms a construction idea of stormwater management of old industrial factory with consideration of both large and small rainfall events.It is expected to provide reference for the construction of multi-objective Sponge City in the old industrial park in the future.
