摘要
自古洛阳地区循吏和清官辈出,其善政可概括为七项:忠君报国,舍生取义;勤政敬业,兴利除弊;文明开化,移风易俗;清廉自律,两袖清风;公正无私,不畏权贵;爱民如子,赈济贫弱;消弭匪患,保境安民。通过对嘉庆《洛阳县志》之《良政传》和《循吏传》中循吏和清官执政特点的解读,得出以下启示:《洛阳县志》中的循吏和清官,为今日反腐倡廉建设提供了良好的榜样;良好官德的形成,离不开后天长期的培养和教育;以民为本,是构建和谐干群关系的有力抓手。
Since the ancient times,Luoyang has produced a large number of Xunli and Qingguan,whose outstanding governances can be summarized into seven items:Loyal to the monarch and serving the country,dedicating their lives to justice;diligent and devoted to their duties,advocating beneficences and abolishing wickedness;civilized and enlightened,changing old customs and habits;honest and self-disciplined;free from corruption and bribery;impartial and selfless,fearless for dignitaries;caring the common people,relieving the poor;eliminating banditry,guaranteeing a stable situation for the people.Through the study the governing traits of Xunli and Qingguan recorded in Biography of Good Administration and Biography of Xunli compiled in Jiaqing′s The History of Luoyang County,the inspiration can be derived as following:Xunli and Qingguan recorded in The History of Luoyang County provide excellent examples for today′s anti-corruption construction;The formation of good official morality can not be separated from the long-term cultivation and education;People-oriented basis is a strong grasp of forming a harmonious relationship between cadres and the masses.
