摘要
本文聚焦以“一带一路”牵引中国制造业高质量发展的内在逻辑,重点探究了在“一带一路”倡议下,中国制造业实现高质量发展的机遇识别、动能挖掘和路径设计三个关键命题。制造业作为中国嵌入经济全球化的重要部门,而今外受“单边主义”等逆全球化思潮冲击,内遇“人口红利”等传统优势弱化困局,以“高质量”替换“高速度”势在必行。“一带一路”全球合作共赢发展战略,通过对外引导利益分配调整,对内促进生产模式升级,借助国际要素整合模式为中国制造业高质量发展带来了新机遇。通过挖掘不同生产要素在质量层面的匹配关联,诱发要素动态升级,拓展生产边界以优化生产模式,进而从增长层面解决价值链分工引致的贸易利益分配问题,深度推进多层次全球质量匹配,为中国制造业高质量发展提供了新动能。进一步地,“一带一路”引导了贸易与生产的深度融合,通过促进区域间转移与行业间转型的产业体系联动,为中国制造业实现高质量发展开拓了新路径。
This paper explores the internal logic and the three key propositions of opportunity identification,kinetic energy mining,and path design for China s manufacturing industry to achieve high-quality development under the“Belt and Road Initiative”initiative.As an important part of China s embedded economic globalization,the manufacturing industry is now affected by counter-globalization trends such as“unilateralism”,and its traditional advantages such as“population dividends”are weakening.Thus,it is imperative for the industry to replace“high speed”with“high quality”in development.The“One Belt,One Road”global cooperation and win-win development strategy is bringing new opportunities for it high-quality development through the external guidance of adjustments in the distribution of benefits and the internal promotion of the upgrading of production models and with the help of the international factors integration model.By mining the matching associations of different production factors at the quality level,the factors are dynamically upgraded,and the production boundary expanded to optimize the production mode.In this way,the problem of trade gain distribution caused by the division of value chain is solved and the multi-level global quality matching between production factors and production models deeply promoted from the perspective of growth,which provides new dynamism for the manufacturing industry.Further,the“Belt and Road”guides the deep integration of trade and production,which opens up a new path for it by improving the linkage of inter-regional transfer and industrial transformation between industries.
