摘要
本研究以《医疗联合体综合绩效考核工作方案(试行)》中的“医联体综合绩效考核指标体系”为标准,从组织实施、分工协作、医疗资源上下贯通、效率效益四个维度,对北京市某区域2013~2018年的医联体运行效果进行了评价分析。研究表明,该区域开展医联体工作取得了一定的成效,医联体总量持续提升,参与主体多样化,双向转诊服务量大幅提升,尤其在技术辐射帮扶方面有了显著进步;但在绩效激励机制建设,信息化平台及资源共享等方面仍较薄弱。本研究通过绩效考核及时发现问题,对于指导下一步继续深化区域医联体建设具有重要意义。
Toevaluated and analyzedthe operating effect of medical cooperation in an area of Beijing from 2013 to 2018 using the standard of"Medical Cooperation Comprehensive Performance Evaluation Index System"in the Working Plan for Comprehensive Performance Evaluation of Medical Cooperation(Trial),and the four dimensions in terms of organization and implementation,labordivision,smooth access to medical resources,efficiency and effectiveness.The study indicated that the region has achieved certainaccomplishment in the implementation of medical cooperation.The total number of medical cooperation has continued to increase,the number of participating entities has been diversified,and the volume of two-way referral services has been significantly improved,especially in the aspect of technical radiation assistance.However,the construction of performance incentive mechanism,information platform and resource sharing are still weak.This study found problems timely through performance assessment,which is of great significance for guiding the further construction of regional medical cooperation.
