摘要
随着日本政府发展援助数量扩张时代的结束,如何实现政府发展援助的高效率,推动政府发展援助从组织本位向功能本位转变,已经成为日本政府发展援助制度改革的重点。具有反应速度快、灵活性高、低成本和现场参与感等比较优势的NGO参与政府发展援助,不仅促进了日本市民社会的发展,更是提升了日本在国际社会的软实力。日本政府从资金、活动环境、沟通对话等方面为NGO深度参与政府发展援助提供支持。日本NGO参与政府发展援助的经验和教训为我国政府发展援助模式的转型升级提供了一定的经验借鉴。
With the end of the quantity expansion of the Japanese involvement in official development assistance(ODA),the system reforms of Japan’s ODA focus on how to improve the efficiency of ODA and cause ODA’s transform from government activities to civil activities.NGO,with advantages in fast response,high flexibility,low cost and face-to-face participation,involving in ODA not only promote the development of Japan’s civil society,but also improve Japan’s soft power in international society.Japan government provides support for NGOs’deep participation in ODA,such as funds,activity sites and communication channels and so on.The experiences and teachings of Japanese NGOs’involvement in ODA provide us some guidance for transform improvement of China’s foreign aids.
