摘要
新中国成立后,中共将革命时期的优良传统继承下来并发扬光大,逐渐形成以惩治腐败、制度建设、政治教育为主要方式的党风廉政建设格局。腐败与经济改革和社会转型具有高度关联性,只有通过制度改革和治理转型才能有效克服。加强党风廉政建设,必须增强党的执行能力,强化公职人员的公共精神,袪除交易原则在政治领域的不良影响;既要通过惩治减少腐败存量,又要通过改革铲除腐败土壤;既要用法纪限制公务人员的权力符号、生活待遇及经济行为,利用智能化手段使腐败无以遁形,又要通过教育提升党员干部的理想信念和人民情怀,提升其官德、公德和私德,通过人文薰修和教育化导达到心灵唤醒和价值重塑的目的,带动党风民风和整个社会政治生态的优化。
After the founding of the People’s Republic of China,the Communist Party of China inherited and carried forward the fine traditions of the revolutionary period,and gradually formed a pattern of party conduct and clean government construction with the main methods of punishing corruption,system construction and political education.Corruption is highly related to economic reform and social transformation,which can be effectively overcome only through institutional reform and governance transformation.In order to strengthen the construction of the party’s style and honest government,we must strengthen the party’s executive ability,strengthen the public spirit of the public officials,and eliminate the bad influence of the trade principle in the political field.We must not only reduce the stock of corruption through punishment,but also eradicate the soil of corruption through reform.We must not only limit the power symbols,living treatment and economic behavior of the public servants by law and discipline,but also make corruption invisible by intelligent means.Meanwhile,it is necessary to enhance the ideals,beliefs and people’s feelings of party members and cadres through education,enhance their official,public and private virtues,achieve the purpose of spiritual awakening and value reconstruction through humanistic cultivation and educational guidance,and promote the optimization of party conduct,people’s customs and the whole social and political ecology.
