摘要
基于空间规划编制背景,以福建省永春县为实证研究对象,构建县域资源环境承载力评价指标体系,采用主客观复合赋权法的TOPSIS模型定量评估县域资源环境承载力,并进一步分析关键影响因素。研究发现:永春县资源环境承载力整体不超载,与国家重点生态功能区的定位吻合;从3个子系统来看,生态环境响应力与自然资源承载力和经济社会发展力均呈现负相关;永春县资源环境承载力的关键影响因素为水土流失指数、水污染物浓度超标指数、降水量和植被覆盖度。据此提出,应进一步强化资源集约型环境保护、推进低碳工业化和城镇化、完善环境监测预警机制,以推进资源环境承载力的提升和优化。
Based on the background of spatial planning,taking Yongchun county in Fujian as the research object,the evaluation index system of carrying capacity of county resources and environment was constructed,and TOPSIS model with subjective and objective composite weighting method was used to quantitatively evaluate the carrying capacity of county resources and environment,and key influencing factors were analyzed.It is found that the overall carrying capacity of resources and environment in Yongchun county is not overloaded,which is consistent with the positioning of national key ecological functional areas.From the perspective of the three subsystems,the response capacity of ecological environment is negatively related to the carrying capacity of natural resources and the capacity of economic and social development.The key influencing factors of the carrying capacity of resources and environment in Yongchun county are the indexes of soil and water loss,water pollutant concentration exceeding,precipitation and vegetation coverage.Therefore,it is suggested that resource-intensive environmental protection,low-carbon industrialization and urbanization should be further strengthened,and environmental monitoring and early warning mechanisms should be improved to promote the improvement and optimization of carrying capacity of resources and environment.
