摘要
作为中国国家治理体系的“特色板块”,派出机构已进入深化党和国家机构改革的正式序列,需要学界的有效回应。作为镶嵌、依附于正式制度架构的衍生性组织,“派出机构”糅合了科层制的规范性与委托代理的灵活性,呈现出一种混合型的组织形态。在国家治理实践中,派出机构充当了中央的监督调控机制和地方的灵活管理机制,从而呈现出较为独特的功能优势。
As the"characteristic plate"of China's national governance system,the local offices have entered the formal se quence of deepening the reform of the party and state institutions,which requires an effective response from the academic community.As a derivative organization embedded in and attached to the formal institutional framework,the"agency"com bines the standardization of bureaucracy and the flexibility of principal-agent,presenting a mixed organizational form.In the practice of national governance,the agency acts as the supervision and control mechanism of the central government and the flexible management mechanism of the local government.
