大型水电工程安全文明标准化设施一站式采购机制设计与实践 被引量:1

摘要 为有效解决大型水电工程安全文明设施采购过程复杂、质量难以控制、库存压力较大和信息化程度低等问题,切实提升水电工程安全管理水平与文明施工形象,促进水电工程又好又快发展,运用一站式供应链管理理论,探索构建大型水电工程安全文明标准化设施一站式采购服务的运行机制,通过观念、服务、技术、资源配置及管理的创新,建立安全文明标准化设施一站式供应链管理信息系统。以双江口水电站安全标准化实践进行探索,结果表明:这种运行机制在节约交易成本、优化产品质量、缩短供货周期、提高生产效率、整合资源优势、创新管理思路等方面,有着显著的指导意义。 In order to solve the problems that including complicated purchase process,difficult quality control,high stock pressure and low information level in the procurement of safety and civilization standardization facilities of hydropower project,improve the safe management and civilized construction of hydropower project,and promote the good and fast development of hydropower project,the theory of the chain on one-stop procurement service is used to design the mechanism on one-stop procurement service for safety&civilization standardization facilities of large hydropower project.Based on the innovation of idea,service,technology,resource distribution and management,the information system of the chain management on one-stop procurement service is set up.Taking Shuangjiangkou Hydropower Station project as an example,the result shows that the designed mechanism has prominent directive significance on saving transaction costs,optimizing product quality,shortening supply cycle,improving production efficiency,integrating resource advantages,and innovating manage ideas.
