摘要
主权数字货币是金融科技创新特别是区块链技术发展的产物,必然成为推动国际货币体系改革及全球金融治理体系变革的关键工具。数字人民币作为大国主权数字货币的代表,能够成为国际贸易、跨国资本流动、跨国产业投资的计价、支付和结算手段并能够在国际社会扮演重要的储备货币角色。数字人民币的发行、流通和国际化,能够推动人民币承担起"为中国人民和世界人民服务"货币的职能。构建以区块链为基础技术支持的跨境数字人民币发行与流通平台,既是人民币国际化的重要途径,也是世界主权数字货币体系构建和国际货币体系改革的战略措施。以数字人民币为代表的主权数字货币发行、流通与国际化有利于改变以美元为代表的少数西方国家货币主导国际货币体系的缺陷和不足,促进公平、公正、高效的新国际货币体系的构建与完善。
Sovereign digital currency is the product of Fintech innovation, especially the blockchain technology, and will inevitably become a key tool for promoting the reform of international monetary system and the reform of global financial governance system. As a major country’s sovereign digital currency, digital RMB can become a means of pricing, payment and settlement of international trade, cross-border capital flow and cross-border industrial investment, and play an important role as a reserve currency in the international community. The issuance, circulation and internationalization of digital RMB can help RMB to assume the function of "serving the Chinese people and the people of the world". Building a cross-border digital RMB issuance and circulation platform supported by the blockchain technology is not only an important method for RMB internationalization, but also a strategic measure designed to build the world’s sovereign digital currency system and reform the international monetary system. The issuance, circulation and internationalization of the sovereign digital currency such as the digital RMB is conducive to changing the defects and deficiencies of the international monetary system dominated by a few Western currencies, especially the US dollar, and establishing a fair, just and efficient new international monetary system.
