摘要
与世界其他三大湾区发展环境不同,粤港澳大湾区涉及三个法域、三个关税区以及多元的文化环境,粤港澳三地在发展体制机制上存在断层,在对待对方居民的制度安排上存在壁垒或空白,湾区向心力明显不足。制度衔接问题的核心是人心聚合问题,要充分凝聚和发挥粤港澳三地融合发展的合力优势建成一流湾区,必须解决好区民身份认同感问题,必须破除原所属地居民的观念束缚,重构利益分配格局,释放民生福利,实现区民待遇的均等化、持续化发展。推进区民身份高度认同的关键在于寻找出一条科学的区民待遇推进路径,以优质生活圈催化区民身份的高度认同。
Different from the development environment of the other three major Bay Areas in the world,the Guangdong-Hong Kong-Macao Greater Bay Area involves three jurisdictions,three customs zones,a diverse cultural environment,and there are institutional faults in the development mechanism of Guangdong,Hong Kong and Macao.There are institutional barriers or gaps in institutional arrangements,and the Bay Area's centripetal force is obviously insufficient.The core of the system convergence problem is the issue of people's heart aggregation.To fully consolidate and exert the combined advantages of the integration of Guangdong,Hong Kong and Macao,and to build a first-class bay area,we must solve the problem of identity of the residents.We must break the concept of the residents of the original place.Bonding,reconstructing the distribution pattern of benefits,releasing the welfare of people's livelihood,and achieving equalization and sustainable development of the treatment of residents.The key to promoting the identity of the residents is to find a scientific promotion path for the residents in the district,and to certify the identity of the residents in a quality life circle.
