摘要
目前信息化项目预算绩效评价工作机制已初步建成,但仍缺乏"可理解、易操作"的指标库作为支撑。按照结果导向型设置预算绩效评价体系,由预算投入目标评价、预算过程目标评价、预算产出目标评价和预算效果评价4部分构成。依据德尔菲法、专家打分法等方法可获得各项评价指标权重,通过设定权重对项目预算绩效进行综合打分。以上海公司信息化项目情况为例,收集了典型项目资料,开展预算绩效评价核心指标建立工作。
At present, the work mechanism of budget performance evaluation of informatization projects has been preliminarily established, but there is still a lack of "understandable and easy to operate" index database as support. The results-oriented budget performance evaluation system consists of four parts: budget input target evaluation, budget process target evaluation, budget output target evaluation and budget effect evaluation. The weights of evaluation indexes can be obtained according to Delphi method, expert scoring method and other methods;the project budget performance was scored comprehensively by means of setting weights. In the case study of the informatization project of Shanghai Municipal Electric Power Company, typical project information was collected and the core indicators of budget performance evaluation were established.
