摘要
积极探索生态产品价值实现路径是习近平总书记对长江经济带提出的要求。本文研究提出了三条路径,第一是保护绿水青山、完善生态补偿机制,包括合理配置生态补偿资金、提高长江流域生态保护能力,统筹各类补偿资金和政策、探索建立长江流域综合性补偿办法,建立奖惩分明的激励约束机制、实现生态保护成效与资金分配相挂钩;第二是盘活绿水青山、建立市场化运作机制,包括确权绿水青山、推进长江经济带生态资源变资产,建立长江经济带生态产品交易市场,积极探索生态资源变资本的交易机制;第三是依托绿水青山,促进生态资源向生态经济转化,包括推动生态产品转化为生态农产品、生态旅游产品和生态工业品。
Actively exploring the path to realizing the value of ecological products is the request made by General Secretary Xi Jinping to the Yangtze River Economic Belt. This paper proposes three paths. The first is to protect green mountains and rivers and improve the ecological compensation mechanism, including the rational allocation of ecological compensation funds to improve the ecological protection capacity of the Yangtze River Basin, coordinating various types of compensation funds and policies, and exploring the establishment of comprehensive compensation methods for the Yangtze River Basin, establishing a clear incentive and restraint mechanism for rewards and punishments to link ecological protection effectiveness with capital allocation. The second is to revitalize lucid waters and lush mountains and establish a market-oriented operation mechanism, including confirming rights to lucid waters and lush mountains, and promoting ecological resources to assets in the Yangtze River Economic Belt, building the ecological product trading market in the Yangtze River Economic Belt,actively exploring the trading mechanism of changing ecological resources into capital. The third is to promote the conversion of ecological resources to ecological economy by relying on lucid waters and lush mountains, including promoting the conversion of ecological products into ecological agricultural products, ecological tourism products, and ecological industrial products.
